How to Rotate PDF Pages Permanently (Fix Sideways Scans)

You fed a 14-page insurance claim through the office scanner. Most pages are fine, but three went in sideways and one is upside down. You click the rotate button in your PDF viewer, everything looks right, you email it off. The claims handler replies: "Some pages are sideways, could you resend?"

It is one of the most common PDF frustrations. The rotate button in most viewers only changes how you see the page at that moment. It does not change the file. To fix it for everyone, the rotation has to be saved into the PDF.

The short version: open Rotate PDF, click each wrong page until it is upright (each click turns it 90 degrees), then click Rotate pages and download. The saved file opens the right way up in every PDF reader.

Step by step

  1. Open Rotate PDF and add your file. Thumbnails of every page appear.
  2. Click a page to turn it 90 degrees clockwise, or use the small left and right arrows under it.
  3. For many pages at once, use All left or All right, or type a range like 2-5 and press a rotate button.
  4. Click Rotate pages and download the corrected PDF, named like scan-rotated.pdf.

A badge marks every page you have changed, so you can see your edits at a glance, and Reset clears everything if you want to start over.

A worked example: the insurance claim

A 14-page scan. Pages 3, 7 and 8 are lying on their left side; page 12 is upside down.

  1. Type 3, 7, 8 in the Rotate pages box and press the clockwise button once. All three stand up.
  2. Click page 12's thumbnail twice: 90 degrees, then 180. Upright.
  3. Four badges confirm the changes. Click Rotate pages, download, attach, send.

The file size barely changes, because nothing is redrawn.

Four pages that need a head tilt (or a turned laptop) to read, and an email asking you to resend.

Every page upright in every reader, on every device, permanently.

Why it is lossless

A PDF page has a rotation setting, a bit like a note that says "show this page turned 90 degrees". Rotate PDF changes that setting rather than redrawing the page. Nothing is recompressed, text stays selectable and searchable, links keep working, and quality is exactly the same as before. Everything happens in your browser, so a claim form full of personal details is never uploaded.

To rotate only odd or even pages, which is handy when a double-sided scan has every back page upside down, type them in the box, like 2, 4, 6, 8, and press the rotate button twice for 180 degrees.

Common situations

  • Landscape tables in a portrait report. Rotate just those pages so readers do not have to turn their screen.
  • Phone scans that came out upside down. Two clicks per page, or a range.
  • A whole document scanned the wrong way. All right or All left, then save.
  • Pages in the wrong order as well? After rotating, drag them into place with Reorder PDF Pages, and drop blank pages with Delete PDF Pages.

Rotating in other apps (and whether it sticks)

AppSaves the rotation?
Browser PDF viewers (Chrome, Edge)No, view only
Adobe Acrobat Reader: View > Rotate ViewNo, view only
Mac Preview: Tools > Rotate, then saveYes
Adobe Acrobat Pro: Organize PagesYes (paid)
Rotate PDF in your browserYes, free

Preview is a perfectly good choice on a Mac: select the thumbnails, press Cmd+R or Cmd+L, then save. Just be aware it saves over the original unless you use File > Export as PDF.

Already sent the sideways version? No harm done. Fix it, reply to the same email thread with the corrected file attached, and name it clearly, for example claim-form-corrected.pdf, so nobody processes the old one by mistake.

Avoid sideways scans next time

  • On a document feeder, check the little diagram on the scanner showing which way up pages go. It differs between models.
  • Many scanner apps have an auto-rotate or "detect orientation" setting. Turning it on catches most mistakes.
  • When photographing pages with a phone, hold it directly above the page. At an angle, the phone may guess the orientation wrong.

Check before you send

It takes ten seconds and saves the "could you resend?" email. After downloading the rotated file, open it in a different app from the one you used to fix it: if you rotated in the browser, open it in your normal PDF reader, or send it to yourself and open it on your phone. Scroll through every page. Because the rotation is saved in the file itself, what you see there is what the recipient will see.

While you are scrolling, look for the other usual scan problems: a blank back page that slipped in, two pages in the wrong order, or a page that is cut off at the edge. The first two take a minute to fix with Delete PDF Pages and Reorder PDF Pages. A cut-off page needs rescanning, so it is better to spot it now than after the claim has been submitted.

Quick answers

Is the rotation permanent?

Yes. The saved PDF opens with the new orientation in every PDF reader, not just in your browser.

Can I rotate only one page?

Yes. Click that page's thumbnail or its arrows; the others stay as they were.

Does it work on a phone?

Yes. Tap thumbnails to rotate them, then download.

What about a sideways photo rather than a PDF?

Use Rotate & Flip Image for JPG and PNG files.
